The meeting held that fertilizer is the "food" of crops, the basic element of agricultural production, the material basis for the yield and quality of agricultural products, and the key factor for efficient use of resources and environmental protection. Since 2015, the Ministry of Agriculture and Rural Affairs has organized and implemented the zero-growth action of chemical fertilizer use. With the main line of structural reforms on the agricultural supply side, green development as the guideline, and the technical path of "refinement, adjustment, modification, and replacement", continue to promote the reduction of chemical fertilizers. We have achieved a negative growth in fertilizer use and reduced fertilizer input by more than 10% while ensuring that my country’s grain crops have been harvested year after year and the output has stabilized at more than 1.3 trillion catties for six consecutive years. The "13th Five-Year" chemical fertilizer reduction and efficiency increase has achieved remarkable results, and has made outstanding contributions to ensuring national food security and promoting the green development of agriculture.
The meeting emphasized that during the "14th Five-Year Plan" period, scientific fertilization work should take the protection of national food security as the bottom line, lead by green development, firmly establish the fertilization concept of "high-yield, high-quality, economical, and environmental protection", adhere to innovation-driven, and rely on scientific and technological progress. Construct a modern scientific fertilization technology system and a "one-dominant, multiple" scientific fertilization extension service system, and further promote the five major actions of scientific fertilization. The first is to implement soil testing and formula fertilization promotion actions, strengthen technological innovation and integrated application, establish a normalization mechanism, innovate technical methods, improve service capabilities, and promote soil testing and formula fertilization upgrades. The second is to implement the transformation of fertilization methods, focusing on new business entities such as large grain farmers, family farms, and professional cooperatives, fully guiding and giving play to the role of social service organizations, and promoting deep mechanical application, foliar spraying, and simultaneous application of water and fertilizer to promote Change in fertilization methods. The third is to implement a new type of fertilizer promotion action, make full use of multi-resources, set up a research and development platform that combines "production, study, research and promotion", guide the optimization and upgrade of fertilizer products, and vigorously promote slow-release fertilizers, synergistic fertilizers and functional fertilizers. The fourth is to implement organic fertilizers instead of chemical fertilizers, encourage and guide farmers to increase organic fertilizers, and promote the combined application of organic and inorganic fertilizers. Speed up the use of livestock and poultry manure returning to the field, green manure planting, straw returning to the field and commercial organic fertilizer application. Fifth, implement the "cloud service" action of scientific fertilization, relying on modern information methods, make full use of the basic data of soil testing and formula fertilization, and build a big data platform; support social service organizations to build a "one main and multiple" service system; improve scientific fertilization services Ability to promote the "cloud service" model.
